Who is the service for?
You can receive vocational rehabilitation from Kela if you are unemployed, a student or have only been in the workforce for a short amount of time. Vocational rehabilitation is suitable for a situation where your ability to work or study has declined due to an illness or disability.

How can I participate in the service?
You can apply for vocational rehabilitation through Kela. Read more at kela.fi/vocational-rehabilitation-how-to-apply.
- First, see the doctor in charge of your treatment. The doctor will assess your need for rehabilitation, recommend vocational rehabilitation if needed, and write a medical statement B for you.
- Fill in the application form for vocational rehabilitation (form KU 101e) and submit it to Kela, including the medical statement B as an attachment. You can find the form online at kela.fi/forms.
- You can submit the application form and its attachments by sending a message via the OmaKela e-service. You can see in OmaKela whether your application has been processed. The decision will also be sent in writing by post to your home address.
PLEASE NOTE! If you are 16–29 years old and your functional capacity has substantially declined, you can seek vocational rehabilitation without an illness diagnosis or a medical statement. Read more about vocational rehabilitation for young persons.
- Your ability to work or study has declined due to an illness or disability.
- You have a medical statement B in which a doctor recommends vocational rehabilitation.
PLEASE NOTE! If you are 16–29 years old and your functional capacity has substantially declined, you can seek vocational rehabilitation without an illness diagnosis or a medical statement.
- You will receive help with choosing a profession, finding employment, remaining in the workforce or re-entering it despite your illness.
- You may be entitled to rehabilitation allowance for the duration of vocational rehabilitation, and Kela will also provide compensation for travel expenses related to the rehabilitation. Read more at kela.fi/rehabilitation-allowance and kela.fi/travel-costs.
How is the service organised?
Vocational rehabilitation can be implemented in many ways. Kela’s vocational rehabilitation provides rehabilitees with various opportunities to enter the workforce. The options range from an assessment of your need for vocational rehabilitation that lasts a few days to multi-year training.
Vocational rehabilitation activities are primarily provided in the facilities of a Kela service provider. In some cases, some of the rehabilitation can be implemented in the form of remote rehabilitation days.
Kela organises the following types of vocational rehabilitation:
- vocational rehabilitation for young persons – support for 16–29-year-olds for planning their future
- vocational rehabilitation assessment – support for sorting out your situation and for planning rehabilitation
- education and training – support for vocational education and training
- work try-out – support for ensuring the suitability of your chosen profession or field of study
- job coaching – support for finding a job and entering the workforce
- Kiila – vocationally oriented rehabilitation for persons who are gainfully employed – support for the ability to work and remaining in the workforce
- Taito rehabilitation – support for life management and working life skills
- training try-out – confidence in your chosen profession, study place and studies
- assistive devices – help with work and studies
- start-up grant for self-employment – support for starting a business or relocation.
