    Job interview or job-seeking trip to an EU or EEA country or Switzerland

    As an unemployed jobseeker, you can visit another EU or EEA country or Switzerland on a three-month job-seeking trip while retaining your right to unemployment security.

    Who is the service for?

    As an unemployed jobseeker, you can visit another EU or EEA country or Switzerland in search of a job while receiving the unemployment benefit from Finland. You can receive basic unemployment allowance from Kela or earnings-related daily allowance from an unemployment fund. You cannot receive labour market subsidy during the trip. You cannot go on a job-seeking trip on the unemployment benefit if you are not entitled to basic unemployment allowance or earnings-related daily allowance due to reasons such as an unpaid time period or the obligation to work. 

    Furthermore, receiving the unemployment benefit, i.e. unemployment security, for a trip abroad requires you to have been unemployed for at least the last four weeks preceding the trip. A person who has been temporarily laid off, who works part-time or who is on a leave of absence is not considered to be unemployed. The employment authority may, at its own discretion, shorten this period of four weeks for a specific reason, such as if you have already scheduled a job interview or your spouse has found a job in the destination country. The unemployment period can also be considered to include time spent participating in a service promoting employment.

    How can I participate in the service?

    Inform the employment services of your home municipality about your plan to go on a job-seeking trip, including the exact date of travel, well before your departure. You may receive the unemployment benefit for the duration of a job-seeking trip if you agree on the trip with the employment services of your home municipality and meet the other requirements for receiving the unemployment benefit. The employment services will inform the payer of the unemployment security that you are leaving on a job-seeking trip to another EU or EEA country or Switzerland.

    Request the U2 form from Kela or your unemployment fund well before your departure and deliver it to the employment authority in the destination country.  Note that you must register with the local employment authority within seven days. 
    Also remember to request a European Health Insurance Card (EHIC) from Kela. The EHIC is free of charge and entitles you to receive medically necessary public medical care while temporarily residing in the destination country in question. 

    During the job-seeking trip, you may apply for the unemployment benefit as usual online or send an unemployment status report by post to the payer. 

    If you do not find a job in the destination country and return to Finland, immediately report to the employment services of your home municipality. There may be changes to your unemployment security if you do not return to Finland and report to the employment services at the latest on the date of return specified on the U2 form. In this case, you will not receive the unemployment benefit until you have worked or participated in training in Finland for four weeks. You may still be entitled to labour market subsidy. 

    Conditions for participating in the service:

    In order for the benefit to be paid, the local employment authority must also accept you as a jobseeker in the country where you are looking for work. 

    During the job-seeking trip, you are available to the destination country’s labour market, and you must comply with the obligations and control procedures related to job seeking in the destination country. You must register with the local employment authority within seven days of your arrival. If you do not register until after the first seven days have passed, you will only be granted daily allowance from the registration date onwards.

    Benefits of participating in the service:

    If you find a job in the destination country, inform the local employment authority about it immediately. During a job-seeking trip, you may apply for adjusted daily allowance for the duration of part-time work, or a full-time job lasting no longer than two weeks, on the same grounds as you would if working in Finland. Deliver the details of the employment relationship and a copy of the employment contract to Kela or your unemployment fund.

    If you accept a full-time job lasting longer than two weeks, you may apply for the unemployment benefit until the day preceding the start of the employment. If you stay abroad to work, notify either Kela or your unemployment fund about this matter. Request the U1 form in order to transfer your past employment and insurance periods in Finland to the country where you are working. You should maintain your membership in the Finnish unemployment fund until you have completed the transfer of your insurance periods to another EU/EEA country or Switzerland.

    How is the service organised?

    As an unemployed jobseeker, you may go on a three-month job-seeking trip to another EU/EEA country or Switzerland while retaining your right to receive unemployment benefit from Finland in the form of either earnings-related daily allowance from an unemployment fund or basic unemployment allowance from Kela. You cannot receive labour market subsidy from Kela during the trip.

    The unemployment fund or Kela will pay the benefit to you under the same terms as they would if you were a jobseeker in Finland. Payment of the unemployment benefit starts once the unemployment fund or Kela receives the confirmation sent by the employment authority of the country where you are looking for work about your registration with the employment authority of the destination country. During the job-seeking trip, you should apply for the unemployment benefit as usual online or by sending an unemployment status report by post to the payer.

    Payment of earnings-related daily allowance or basic unemployment allowance is not interrupted if you return to Finland within three months and report to the employment services of your home municipality. If you report to the employment services late, you can no longer receive earnings-related daily allowance or basic unemployment allowance.

    The EEA countries include the EU countries as well as Iceland, Liechtenstein and Norway. Switzerland is not part of the EU or EEA, but the regulations concerning a job-seeking trip also apply to Switzerland.
