Who is the service for?

The vocational rehabilitation offered by pension providers is intended for working-age people at risk of ending up on disability pension in the next few years due to an illness or disability. The goal of vocational rehabilitation is to restore the person’s work ability and allow them to remain in or re-enter the workforce.

How can I participate in the service?

  1. You must apply for vocational rehabilitation offered by pension providers by yourself. Append to your application a medical certificate B issued less than six months ago in which the doctor recommends vocational rehabilitation for you.
  2. Apply for rehabilitation from your own pension provider. Your pension provider is determined according to your most recent employer. You can find out which one is the correct pension provider by visiting työeläke.fi or by calling the Finnish Centre for Pensions, tel. +358 29 411 2110.
  3. Most pension providers offer the opportunity to submit the application online. On the Työeläke.fi website, you can also find a form (ETK 2136e) that you can fill in and print out.
  4. Your pension provider will provide you with a decision on vocational rehabilitation. If your application is approved, you will also receive further instructions and advance information on the amount of rehabilitation allowance that the pension provider will pay you for the duration of the vocational rehabilitation.
Conditions for participating in the service:

Apply for vocational rehabilitation if you meet the following conditions: 

  • an illness or disability puts you at risk of becoming unable to work in the next few years
  • vocational rehabilitation can help you remain in the workforce
  • you have professional competence obtained by working or through education and training
  • your total income over the last five years has been at least €42,048.18 (at the 2025 level)
  • you have earnings from the last 36 months or you have been absent from paid employment during this time due to taking care of your own child under the age of three or an adopted child over the age of three
  • you have not reached the lowest retirement age (see your pension provider’s website)
  • you are not entitled to vocational rehabilitation based on a traffic accident or another type of accident.
Benefits of participating in the service:
  • Vocational rehabilitation improves your chances to find a job, return to work and continue working.
  • You can apply to your pension provider for rehabilitation allowance for the duration of the vocational rehabilitation. The amount of the rehabilitation allowance is equal to the amount of your disability pension plus an additional 33%.

How is the service organised?

Työeläkelaitoksen ammatillinen kuntoutus on aina ammatillista, yksilöllistä ja tarkoituksenmukaista. Kuntoutustarpeen arviointi ja kuntoutussuunnitelma perustuvat hakijan kokonaistilanteeseen. Siinä huomioidaan muun muassa ikä, koulutus, työkokemus, muu osaaminen, terveydentilanne ja terveydentilan ennuste.

Keskeisiä toimenpiteitä ovat:

  • neuvonta ja ohjaus
  • työkokeilu
  • työhönvalmennus
  • ammattitaidon täydentäminen tai ammattiin johtava koulutus
  • tuki elinkeinotoiminnan aloittamiseen tai jatkamiseen.

Vocational rehabilitation offered by pension providers is always vocational, individual and appropriate. The assessment of the need for rehabilitation and the rehabilitation plan are based on the applicant’s overall situation. They take into account the applicant’s age, education, work experience, other skills, state of health, predicted health and other factors.

  • work try-outs
  • job coaching
  • improving professional skills or participating in education leading to a profession
  • support for starting or continuing business activities.

Ammatillinen kuntoutus voi toteutua eri tavoin. Kela voi esimerkiksi hankkia sinulle tarvitsemasi apuvälineet, jos et selviydy sairauden tai vamman vuoksi työssä tai opinnoissa ilman henkilökohtaisia apuvälineitä.
