Helsinki benefit
The Helsinki benefit is a form of discretionary financial support granted by the City of Helsinki to private and third-sector employers for hiring an unemployed Helsinki resident. The purpose is to support the employment of Helsinki residents.

This benefit is available to private and third-sector employers for covering salary costs. The benefit can be granted for hiring an unemployed Helsinki resident who has been unemployed for at least three months and whose service needs have been assessed by Helsinki Employment Services.
The amount of the Helsinki benefit paid to the employer covers 50% of the salary costs, up to €1,500 a month. The benefit is available for a maximum period of 12 months. In the case of an apprenticeship, the benefit can be granted for the entire duration of the apprenticeship period.

Employer:
- You can apply for the Helsinki benefit after hiring an unemployed Helsinki resident belonging to the target group. Apply for the Helsinki benefit no later than within four months of the start of the employment relationship.
- You can ask for help with recruitment and finding a client belonging to the target group from Helsinki Employment Services’ Employer Services if needed.
Jobseeker:
- You can tell the employer about the option of applying for the Helsinki benefit when applying for a job.
- You can support your job search by asking Helsinki Employment Services to issue you a Helsinki benefit card. A Helsinki benefit card is valid for three months from the date of issue.
Conditions for participating in the service
The City of Helsinki can grant the Helsinki benefit for clients belonging to the benefit’s target group if the employer and employment relationship meet the requirements for granting the Helsinki benefit.

Before filling in an application for the Helsinki benefit, the employer must inform the hired person about the processing of their personal data. A signed notice of personal data processing must be included in the application for the Helsinki benefit as an appendix.

How can I participate in the service?
Employer:
- Hire an unemployed Helsinki resident belonging to the target group of the Helsinki benefit.
- Make sure that the conditions for granting the Helsinki benefit are met.
- You can apply for the Helsinki benefit for an open-ended or fixed-term employment relationship or apprenticeship training. The Helsinki benefit is granted in accordance with the duration of the employment relationship for a maximum period of 12 months. In the case of an apprenticeship, the Helsinki benefit can be granted for the entire duration of the apprenticeship period.
- Employment relationships supported with the Helsinki benefit must count towards the employee’s work requirement. Additionally, the working hours must be at least 18 hours a week, or 25 hours a week for apprenticeships. There must be evidence of the employer’s operations going back at least one year.
- The Helsinki benefit cannot be granted for employment relationships for which pay subsidy or employment subsidy for ages 55 and above has already been granted.

- Fill in your Helsinki benefit application.
- You can apply for the Helsinki benefit online via the Helsinki benefit service or using the application form. Be sure to attach the necessary appendices to the application, such as the signed employment contract and Helsinki benefit card. You also need a notice of personal data processing signed by the hired person.
- You will be informed of the decision and the benefit to be granted by letter.
- The City pays the Helsinki benefit to the employer.
- Report any changes in the employment relationship by sending an email to helsinkilisa@hel.fi.

- If you are unsure whether your employer may apply for the Helsinki benefit to support your employment, please ask your assigned employment services specialist for more information. Helsinki Employment Services may issue you a Helsinki benefit card if you are deemed to belong to the target group of the Helsinki benefit.
- Search for a job.
- Once you have found a job or employer that interests you, tell the employer that they are eligible to receive the Helsinki benefit.
- At the start of employment.
- The employer can only apply for the Helsinki benefit once you have signed the employment contract. If the employer enters into an apprenticeship contract with you, the contract must be drawn up before applying for the benefit. For the Helsinki benefit application, the employer will ask you for your signed consent for the processing of your personal data for the Helsinki benefit.
