Espoo recruitment subsidy
A form of discretionary financial support for employers for hiring jobseeker clients living in Espoo who are under the age of 30 or whose first language is not Finnish, Swedish or Sami, for a minimum period of 12 months, with the working hours amounting to at least 80% of full working hours. A lump sum of €5,000 at the start of the employment relationship.

Conditions concerning the employer, employment relationship and pay
- This discretionary subsidy is intended for employers operating in either the private or third sectors.
- De minimis aid
- The amount of the subsidy is €5,000, paid as a lump sum at the start of the employment relationship.
- The employment relationship may not start until the subsidy has been granted.
- The minimum duration of the employment relationship is 12 months.
- The working hours must amount to at least 80% (of the maximum working hours of a full-time employee that are applied in the industry in question).
- The employer must have appropriately arranged facilities and a designated supervisor to manage the hired person.
- The pay must be in accordance with the applicable collective agreement or fair, and it must not be based solely on work performance.
- The subsidy may not lead to dismissals, furloughs or reduction of a person’s full-time working hours to part-time working hours.
- Recruitment subsidy may be granted after a pay subsidy period if the employment continues as a permanent employment relationship after the end of the pay subsidy period and the working hours amount to at least 80% of full working hours.
- If the employment continues as an open-ended employment relationship after a pay subsidy period, the employer must apply for the subsidy within 60 days of the employment relationship being made permanent.
- Pay subsidy cannot be granted at the same time.
- The same employer can be granted up to 10 subsidy decisions/year.
The person being hired with recruitment subsidy must be
- a jobseeker client of Employment Services living in Espoo who is under the age of 30 and who has an upper secondary or higher education and has been unemployed for at least three (3) months OR
- a jobseeker client of Employment Services living in Espoo whose first language is not Finnish, Swedish or Sami and who has an upper secondary or higher education and has been unemployed for at least three (3) months.
Recovery of the subsidy
- The subsidy may be recovered partly if the employment relationship does not continue for 12 months. The subsidy may be recovered in full if it has been granted on incorrect grounds.

The employer applies for the subsidy by filling in the subsidy application form and sending it via encrypted email to the Registry Office of the City of Espoo. How can I participate in the service?
The employer fills in the subsidy application and submits it, along with the necessary appendices, to the Registry Office of the City of Espoo. The employer and employee enter into an employment contract that must last for at least 12 months, with the working hours amounting to at least 80% of the maximum working hours of a full-time employee that are applied in the industry in question. The employment relationship may have started at the earliest on 1 January 2026.
The subsidy is paid immediately at the start of employment.
