    Espoo supplement for employment

    The Espoo supplement for employment is financial support offered by the City of Espoo for employers that hire an unemployed Espoo resident. No new supplements are granted in 2025.

    Who is the service for?

    The Espoo supplement for employment is available to employers in the private and third sectors. This subsidy is not granted to municipalities. 

    The Espoo supplement for employment may be granted to employers that hire an unemployed Espoo resident for whom pay subsidy has been granted in order to improve their skills or on the basis of a disability/illness, or for whom employment subsidy for ages 55 and above has been granted to support their employment.

    How can I participate in the service?

    The Espoo supplement for employment is granted based on an application to employers if the criteria are met and if appropriations are available. The employer must first apply to the central government for pay subsidy and conclude an employment contract with the employee. In the case of a pay-subsidised apprenticeship, the employer must draw up an apprenticeship training agreement. The employer may not apply for the Espoo supplement for employment until after the start of the employment relationship.

    The Espoo supplement for employment must be applied for within four months of the start of the employment relationship. If the subsidy is applied for later, it can only be granted from the date of the application onwards. The Espoo supplement for employment can be granted again to the same employer for the same individual once three years have passed after the end of the previous Espoo supplement period.

    Employers must send their applications for the Espoo supplement for employment, as well as any appendices, as follows:

    Conditions for participating in the service:
    • The employer must have appropriately arranged facilities and a supervisor to manage the hired person. Employees must be paid a salary or wages in accordance with the applicable collective agreement, and the working hours of the hired person must be at least 18 hours a week. If there is no binding collective agreement in the industry, the salary or wages must be at a level regarded as normal and reasonable. The salary or wages of the person hired with pay subsidy may not be based solely on work performance. The subsidy must not lead to the employer terminating the employment of or laying off other employees, or making other employees part-time.
    • The Espoo supplement for employment can be granted if the employer has provided work in accordance with the Employment Contracts Act to their employees whose employment has been terminated or who have been laid off for economic or production-related reasons, and to employees who work part-time. Employment terminations and lay-offs are not a barrier to the subsidy being granted if the employer is not obliged to offer work to the employees whose employment the employer has terminated or who the employer has laid off. The employer must not have incurred significant non-payments of tax or statutory payments. Additionally, employers running commercial operations must not be operating a company in difficulty as set out in the General Block Exemption Regulation, and the employer must not be the subject of an unpaid recovery order based on a European Commission decision.
    • Business operators can apply for support in the form of de minimis grants. The employer must present a summary of de minimis aid received during the current tax year and two previous tax years.
    • The employer commits to using the Espoo supplement for employment for the purpose specified in the decision.
    Benefits of participating in the service:

    The Espoo supplement for employment is financial support offered by the City of Espoo for employers for hiring an unemployed Espoo resident. The maximum amount of Espoo supplement for employment granted to an employer is €800/month. Employers may receive the Espoo supplement for employment for up to 12 months in accordance with the duration of the employment relationship and for the entire duration of an apprenticeship in the case of apprenticeship training.

    Private clients: Private clients sign the application for the Espoo supplement for employment that is drawn up by the employer. They also consent to the information on the application being recorded in the City of Espoo’s systems and the number of labour market subsidy days being confirmed based on Kela’s (Kelmu) service for the persons processing the application for the Espoo supplement for employment. No consent form required.

    How is the service organised?

    Employers in the private and third sectors may apply for the Espoo supplement for employment when they hire an Espoo resident belonging to the target group. You can apply for the Espoo supplement for employment for an open-ended or fixed-term employment relationship or apprenticeship training. The Espoo supplement for employment is granted in accordance with the duration of the employment relationship for up to 12 months or, in the case of a pay-subsidised apprenticeship, for the entire duration of the apprenticeship.
