    Employment through procurement (Helsinki)

    The City of Helsinki uses an employment condition in its procurements. This requires the contractual partner to offer a job or apprenticeship to one or more unemployed persons who are in a weak labour market position.

    Who is the service for?

    The jobs created through procurement by the City of Helsinki are intended for the following types of unemployed jobseekers who are in a weak labour market position:

    • persons unemployed for three months or longer
    • young people (under the age of 30)
    • immigrants
    • persons with partial work ability.

    The client’s municipality of residence does not have to be Helsinki. Some employers require a certain proportion of the salary or wages to be covered by a pay subsidy. You can see this information in the job advertisement. The service is best suited for situations in which the jobseeker has the capability and motivation to work on the open labour market. Some jobs include the option to work part-time. It may be possible to adapt the job description to the applicant’s capabilities.

    How can I participate in the service?

    Employment services specialists direct clients belonging to this target group to apply for a job. The client then enters into an employment contract or apprenticeship agreement with the employer. The client may apply for the position independently in accordance with the instructions provided in the job advertisement. The client may specify in their application or during an interview that they belong to the target group of the employment condition. 

    Clients can receive more information about the job from the contact person identified in the job advertisement or by sending email to tyotahankinnoilla@hel.fi. Clients must notify their assigned specialist if they are chosen for a vacancy, but otherwise they may continue their job search as usual.

    Conditions for participating in the service:

    These jobs are intended for those who have been unemployed for at least three months, young people under the age of 30, immigrants or unemployed jobseekers with partial work ability. The work responsibilities can often be adapted to the applicant’s capabilities, but the more specific job requirements are provided in the job advertisement. Apprenticeships must be aimed at a vocational qualification.

    The City of Helsinki uses an employment condition in its procurements. If a procurement includes this condition, the contractual partner must offer a job or apprenticeship to one or more individuals. These are normal jobs and apprenticeships. The client then enters into an employment contract or apprenticeship agreement with the employer. The employment condition in the procurement contract defines the minimum duration of the employment period and the minimum number of weekly working hours. Apprenticeships must be aimed at a vocational qualification.
