The subsidy for arranging working conditions is discretionary. Granting the subsidy for purchases or alterations arising from an employee’s disability or illness requires the employer to contribute to covering the costs with a reasonable amount. The assessment takes into account the employee’s situation and the employer’s financial position.
Who is the service for?
The subsidy for arranging working conditions is intended for employers that make changes to a workplace’s working conditions in order to facilitate work by a partially disabled person. This can support the employment of partially disabled jobseekers or help an employed person continue working.
PLEASE NOTE! If you are a partially disabled jobseeker/employee, you must first determine the following things before your employer can apply for the subsidy for arranging working conditions:
- your right to Kela’s vocational rehabilitation benefits (demanding assistive devices)
- your right to receive assistive devices based on another law (such as the Employment Accidents Insurance Act, Motor Liability Insurance Act or the Workers’ Compensation Act).

How can I participate in the service?
- The person hired for the job or the person already employed must have a disability or illness diagnosed by a doctor that reduces their ability to take care of their work responsibilities.
- The employer always bears the primary responsibility for considering the functionality and safety of the working conditions and implementing the necessary changes, such as normal ergonomics solutions (e.g. adjustable desk, saddle chair, roller mouse).
- If the subsidy is intended for purchases or alterations required by an employee who is already employed, the subsidy may be granted on a discretionary basis if the costs incurred by the employer can be considered to be substantial, considering the employer’s financial situation. Before the subsidy is granted, the employer’s financial position is determined based on public financial statements, for instance.
- The subsidy cannot be granted to the entrepreneur themselves.
PLEASE NOTE! If the employee has the right to receive assistive devices based on another law (such as the Employment Accidents Insurance Act, Motor Liability Insurance Act or the Workers’ Compensation Act), these take precedence.
PLEASE NOTE! If the employee has the right to receive ‘demanding assistive devices’ for vocational rehabilitation, they are instructed to apply for this rehabilitation benefit and inform their employer about this option.
- Improves the chances of partially disabled people to find suitable employment or keep their job in the open labour market.
- The employer receives the subsidy for costs that arise from alterations at the workplace, tools, or assistance provided by another person.
